Taking a cruise to Canada..do I need a Canadian Visa?

I have family that flew in from Jordan. My 2 cousins are here visiting and were planning a cruise to Canada/New England. My mother and I are residents of the U.S. but do not have a citizenship-we have a green card. We were trying to book the cruise trip but they said that Canada passed a new law a few weeks ago that requires all visitors to have a Canadian visa, even if we don’t leave the ship in Canada. I am trying to contact the Canadian Embassy in New York but we are not getting through to them. We are supposed to depart from New York and they already paid a deposit for the trip. Sail date is the 27th of July. The representative with the cruiseline told us that if my relatives are just visiting from Jordan, they might need a Canadian Visa. Does anyone know what the process is? Or if they need to apply for one? Any information or suggestions are appreciated,,,thanks in advance.

If you are a permanent resident of the US you do not need a visa to enter Canada. US Permanent Residents/Green Card holders just need their Green card and passport to enter Canada. The new visa requirements were re-imposed on people who hold Czech and Mexican passports, due to the high numbers of refugees that have come from there in the past few years.
As for your relatives who hold Jordanian passports, they WILL most definitely need a visa. They can apply for a visa at the Canadian consulate nearest to wherever it is you live in the US. Since they are Jordanian citizens they MUST apply for a visa anywhere OUTSIDE of Canada.
