Tall Sailing Ship Cruises

Is it illegal to say my daughter is 13 on a cruise line?
My daughter will be almost 13, but not quite when we sail with her brother and cousins who are all old enough for the teen club on a norwegian cruise ship. Her passport card will say she’s 12. If I register her on the ship information as being born a year earlier, first will they compare the dates, second if I lie is it illegal because of some transportation law? She’s tall, mature and responsible and will defintely be very sad if she is left out of this fun with family.
Do not lie about age. The passport and ship records must match. There is very high security after 9/11. Inquire about the teen club once aboard.
